Lawrence Ambs - Professor Emeritus, Mechanical & Industrial Engineering and Director, Center for Energy Efficiency and Renewable Energy at the University of Massachusetts

Dr. Ambs is Co-Executive Director of the Northeast Regional Combined Heat and Power Application Center (NERAC) which is funded by the U.S. Department of Energy. He is also the director of the Industrial Assessment Center (IAC) in the Mechanical and Industrial Engineering Department.

Dr. Ambs received his B.S., MS and Ph.D. from the University of Minnesota.

Governor John Baldacci - State of Maine

John Elias Baldacci was elected governor of the state of Maine in 2002. Governor Baldacci was born and raised in Bangor, and was first elected to public office in 1978, when he won a seat on the Bangor City Council at the age of 23. While working at the family restaurant in Bangor, he earned a B.A. in history from the University of Maine. In 1982 he was elected to the Maine State Senate, where he served until 1994. In 1994, Baldacci was elected to represent the Second District of Maine in the U.S. House of Representatives. To learn more, visit Governor Baldacci's website.

Tom Bourgeois - Chair, Northeast CHP Initiative & Director of Research/Senior Economist, Pace University Energy Project

Thomas Bourgeois is Senior Economist and Director of Research with the Pace University Energy Project. He has provided economic and financial analysis, and database services to the Energy Project for more than 10 years. Mr. Bourgeois has been the primary author of several reports on issues of energy efficiency, renewable energy policy and regional economic development. He has been a contributing author on numerous briefs and other submissions to the Public Service Commission in New York and the Department of Public Utilities in New Jersey. He has supplied testimony as an expert witness on behalf of the Energy Project in proceedings before the Public Service Commission in New York and the Department of Public Utilities in New Jersey. He is currently engaged in projects investigating the appropriate environmental and economic regulatory treatment of CHP technologies policies to encourage greater CHP penetration in the commercial and industrial sectors.

Mr. Bourgeois serves as co-director of the newly created Northeast Regional Combined Heat and Power Center (NERAC) for the promotion of CHP applications in a seven state region encompassing New York and New England. In January 2006, Mr. Bourgeois was named Chairman of the Northeast Combined Heat & Power Initiative NECHPI.

Prior to working for the Pace Energy Project, Mr. Bourgeois was the Director of the Economic Information Unit of the New York State Data Center, housed within the former New York State Department of Economic Development (now the Empire State Development Corporation). Mr. Bourgeois served as Principal Economist of the New York State Assembly Ways and Means Committee, where he was responsible for econometric modeling and preparing state and national economic forecasts for use by the tax policy and budget staff of the Assembly. Mr. Bourgeois also worked as an assistant to the Principal Econometrician at the New York State Division of Budget (Fiscal Planning Unit).

Jim Brooks - Air Bureau Director, Maine Department of Environmental Protection

Mr. Brooks has worked for the Department of Environmental Protection for 22 years; and for the last 11 years he has served as the Director of the Bureau of Air Quality.  While the majority of Mr. Brooks' experiences have been in the air pollution field, he has also has extensive experience in the water, land, and waste fields.  He holds a Bachelor of Science degree in Natural Resource Management from the University of Maine at Orono; and in addition, he holds professional Certifications or Registrations as a Maine Site Evaluator, Maine Soil Scientist, and Master Maine Guide in hunting, fishing and recreation.

Mr. Brooks serves on several regional air quality boards, foundations, and committees in addition to his work in the state of Maine.  Jim is noted regionally and nationally for his policy work in the fuels, air pollution transport, and mercury issue areas.

Tony Buxton - Energy and Telecom Group, Preti Flaherty Beliveau & Pachios LLP

Anthony Buxton serves as chair of the Energy and Utilities Practice Group of Preti, Flaherty, Beliveau & Pachios, LLP. He is a Maine-based energy attorney and focuses his practice on representing large energy consumers in the purchase and sale of energy and the development of competitive markets in energy.  He appears in proceedings at the federal level and at regional and state levels in the Northeast, Midwest and South.

Mr. Buxton has been on the Maine Global Climate Change Executive Committee since its inception in 1998, serving as Co-chair until 2004. He was a member of the Maine Department of Environmental
Protection Climate Change Stakeholder Advisory Group and one of the work groups.  Mr. Buxton serves on the Board of the Mainewatch Institute, a public affairs analysis organization. He is a past chairman of the Maine Democratic Party, a former member of the Democratic National Committee, a past director of the Maine Bar Foundation.

Mr. Buxton graduated from Bowdoin College in 1968 and earned his law degree at Franklin Pierce Law Center in 1978. He has been listed in Woodward/White's The Best Lawyers in America since 1982.

Sean Casten - President, Turbosteam

Sean Casten is the President and CEO of Turbosteam Corporation, a 20-year old developer of 0-10 MW cogeneration projects headquartered in Turners Falls, Massachusetts. Turbosteam has deployed over 170 systems worldwide in sizes since 1986. To date, Turbosteam’s systems have saved their customers over $100 million in energy bills and reduced global CO2 emissions by over 3 million tons.

Mr. Casten holds a B.A. from Middlebury College, a M.S. in Biochemical Engineering from Dartmouth College and a Master’s of Engineering Management from Dartmouth College. He currently serves as the Vice Chair of the U.S. Combined Heat and Power Association and is the immediate Past Chair of the Northeast Combined Heat and Power Initiative.

Ken Colburn - Symbiotic Strategies LLC

Before starting Symbiotic Strategies, an independent consultancy on policy issues associated with air quality, climate change, energy, and the intersection of economic and environmental opportunity, Ken served as Executive Director of the Northeast States for Coordinated Air Use Management (NESCAUM) from 2002-2005. Previously, Ken led the Air Resources Division of the New Hampshire Department of Environmental Services (NHDES), helping to make that state a leader in reducing air pollution with the nation’s first “4-pollutant” legislation for power plants and the first greenhouse gas emissions reduction registry law. Prior to joining NHDES in 1995, Ken was Vice President of Energy and Environmental Policy at the Business & Industry Association of New Hampshire (BIA), representing the state’s business community on environmental, energy, and telecommunications matters in legislative and regulatory forums. Ken holds a B.S. in mathematics from M.I.T. and M.B.A. and M.Ed. Degrees from the University of New Hampshire. Ken and his family reside in Meredith, New Hampshire.

Johnathan Coleman - East Coast Sales Manager, Solar Turbines

John has worked with Solar Turbines Incorporated for over three years and is currently the East Coast US Sales Manager and is responsible for sales of turbo machinery and turnkey installations.

John joined Solar after a two year contract in Saudi Arabia where he was responsible for the commercial management and business development of a American/Saudi design build construction firm specializing in industrial and power projects.

Prior to his overseas work John was a Vice President with Syska & Hennessy in New York where he was responsible to develop a cogeneration department within the Central Utilities Group.

John is originally from Canada and managed a division of a large multi trade construction firm specializing in design build cogeneration and industrial project until 1997 when he relocated his family to the Princeton Area in New Jersey. John has an honors degree in Electrical Engineering from the University of Waterloo in Canada.

Michael Conway - Bristol-Myers Squibb

Michael Conway obtained his Bachelor of Science Degree in Electrical Engineering in 1986 from the University of Bridgeport and an MBA from the University of New Haven in 1994. He has been with Bristol-Myers Squibb for 17 years starting out as a maintenance professional and then moving into capital project management. His career in the energy and utility plant arena began in 1996 when he modifed the diesel generators at their Wallingford site for an electrical peak shaving application. This project set the stage for the installation of a 4.75MW cogeneration system. Since 1998 he has been involved in numerous utility related projects including chiller and cooling tower installations as well as instrumentation and control upgrades. He is currently responsible for regional utility plant operations at their Connecticut and New Jersey facilities.

Peter Funk - Partner, Duane Morris LLP

Mr. Funk is a partner at the firm Duane Morris where he specializes in energy construction issues

His energy-related construction practice focuses on cogeneration, renewable and alternative generation, energy conservation and energy management projects.

He is currently a member of the Advisory Board of Energy and Power Management, formerly Energy User News, a journal dedicated to energy management strategies. He is also a member of the National Association of Energy Service Companies, an Affiliate Member of the American Energy Engineers Association, and is a former chair and current member of the New York State Bar Association Committee on Public Utility Law. He has authored articles relating to various energy industry issues, appearing in NAESCO Journal, Energy User News, Energy Moves and several others. He regularly presents on energy issues at industry meetings and events. Mr. Funk is a 1973 graduate of Boston University School of Law.

Jeffrey Glick – Regional Sales Manager, Tecogen

Jeffrey Glick has been with Tecogen over 21 years. Currently Jeff is Regional Sales Manager for the Natural Gas Chiller, and Cogeneration Product Groups. In this position Jeff's responsibilities include providing technical support for the cogeneration, chiller and refrigeration products sold by Tecogen. Jeff performs liaison work with the gas industry located here in the Northeast. Jeff is also involved in training the engineering community on the benefits of using natural gas equipment.

Mr. Glick has a Bachelor's Degree from the University of Massachusetts and a Master's Degree from Manhattan College both in Chemical Engineering.

Thomas Gebhard - Vice President of Business Development, New York Energy

Mr. Gebhard is a founder of New York Energy, Inc. and has more than 12 years’ experience in the merchant energy business as a senior executive in business development with Tractebel Power, Citizens Power and Edison Mission Energy. Experienced in plant acquisitions, project finance and structured transaction origination, Mr. Gebhard has been a team leader responsible for numerous complex energy transactions and has worked closely with major Wall Street investment banks. His expertise is in the identification, valuation, and negotiation of complex energy transactions that bring substantial intrinsic value to project portfolios. He has been a key player in the development and construction of numerous power projects that continue to operate successfully in the power market. These projects were required to be fully hedged and project financed prior to construction. Mr. Gebhard also has expertise in the application of information technology to create competitive advantage in complex financial and industrial environments. Mr. Gebhard earned a BSME degree from the University of Pennsylvania and a MBA from the University of Virginia.

Robert Ide - Vermont Department of Public Service

Rob Ide is an eighth generation Vermonter with life long ties to Caledonia County. Born in St. Johnsbury, educated in the public school system in Danville, and a graduate of the University of Vermont.

He worked in the family feed business in St. Johnsbury for 27 years, served in the Vermont State Senate for 11 years, and joined the administration of Governor James Douglas in March of 2003 as Director of Energy Efficiency in the Department of Public Service. During his time in the Senate he served as Vice Chair of both the Appropriations and Transportation Committees.

Rob's duties at the DPS have involved matters of energy efficiency, renewable energy development with overall Administration leadership of commercial wind generation projects, and supervising the contracts of consultants for aesthetic issues relating to power line construction.

He is Trustee of the Fairbanks Museum, a member of the Board of the Vermont Community Foundation, a former trustee of the Vermont Historical Society, and the Vermont State Colleges System

Rob and his wife Martha reside in Peacham. They are the proud parents of two adult children. Rob enjoys humor, and especially likes to laugh at himself.

Chris James - Connecticut Department of Environmental Protection

Chris James is the Director of the Planning and Standards Division in the Connecticut Department of Environmental Protection's Air Bureau. His chief responsibilities include providing technical advice and direction to air policy; integrating utility restructuring with environmental components to assure continued grid stability and reliability within a framework that maintains existing air quality commitments; heading the department's climate change team; coordinating with other Northeast states to develop consistent programs throughout the region; directing air policy and planning efforts; identifying and implementing control measures that support Connecticut's plan to attain the one hour ozone standard, reduce fine particulate concentrations and protect public health, especially in urban areas.

Mr. James is a member of the NEG/ECP climate change committee and Co-chair of the STAPPA/ALAPCO global warming committee. He co-chaired the Regulatory Assistance Project Distributive Resources Collaborative, an NREL funded effort to develop national emissions standards for small generation and co-chaired the NESCAUM effort to write model rule for environmental performance standards (EPS), output-based standards that apply to the retail sale of electricity to any customer within a state.

Previously Mr. James has worked as Assistant Director of the Engineering and Enforcement Division of the Connecticut DEP, worked in Seattle as a Senior Environmental Engineer dor US EPA Region 10, and worked in the Rhode Island Department of Environmental Management.

Mr. James earned his Masters in Environmental Studies from Brown University and Bachelors Degree in Mechanical Engineering from Worcester Polytechnic Institute.

Christopher Kollmer - Applications Engineering & Installations Manager, UTC Power

Mr. Kollmer has been with UTC Power since March 2005 as Manager of Applications Engineering and Installations covering three products:  Fuel Cell, Microturbine/Absorption Chiller CHP and Reciprocating Engine/Absorption Chiller CHP .

Previously, Mr. Kollmer worked with independent EPC turnkey construction companies engaged in power plant engineering and construction.  He has 19 years of experience in engineering and construction of power plants of all technologies: gas turbines (simple cycle/combined cycle), biomass, coal-fired, landfill gas, wind power, fuel cells. His experience includes project development, engineering, construction, start-up/commissioning and performance testing. He has worked in numerous states, as well as Canada and has consulted on two 800 MW projects in China . Mr. Kollmer is a licensed Professional Engineer in Connecticut and a licensed contractor in Florida and North/South Carolina .

Lauren Mattison - Executive Director, Northeast CHP Initiative

Lauren Mattison is the Executive Director of the Northeast Combined Heat and Power Initiative. This May she is completing her M.S. in Mechanical Engineering in the Center for Energy Efficiency and Renewable Energy at the University of Massachusetts Amherst. For her masters thesis, Lauren performed a technical analysis on the potential for new combined heat and power installations in Massachusetts. In graduate school she also worked in the Department of Energy's Industrial Assessment Center program, providing energy efficiency assessments to industrial facilities throughout New England. Lauren's previous experience includes working as an engineer and consultant at IBM and as a field organizer in New Hampshire for John Kerry's presidential campaign. Lauren received her B.S. in Mechanical Engineering at the University of Massachusetts Amherst.

Jeffrey Mylen - Eastern Maine Medical Center

Jeff Mylen, P.E. is currently assigned as the project manager of the Combined Heat & Power plant at Eastern Maine Medical Center and has been actively involved with all aspects of the project including early planning, permitting, engineering, and construction. Jeff is a licensed Professional Engineer in the State of Maine and has over 25 years of experience in both healthcare and facilities engineering. In his prior position as the Administrative Director of Facilities, Jeff was instrumental in upgrading major electrical power systems at Eastern Maine Medical Center including a new 3.5 megawatt 12, 470 volt emergency generator system installed in 1997. In addition, he has been involved with numerous mechanical and utility upgrades at the medical center. In his prior position, Jeff was responsible for plant engineering and facilities management of approximately 1,100,000 square feet and approximately 180 staff. Jeff has managed construction projects in the multi-million million dollars range and has managed operating budgets in excess of 16 million dollars.

Beth Nagusky - Maine Director of Energy Independence and Security

Beth A. Nagusky is Governor John E. Baldacci's Director of Energy Independence and Security. Ms. Nagusky has worked on energy issues for nearly 20 years in Maine. Prior to joining the Baldacci Administration, Ms. Nagusky was the Executive Director of the Independent Energy Producers of Maine, an association of Maine 's renewable power producers. Before that she was a staff attorney with the Natural Resources Council of Maine, Maine's largest environmental advocacy organization. Prior to that Ms. Nagusky was a staff attorney and hearing examiner with the Maine Public Utilities Commission.

Ms. Nagusky is a graduate of the University of Michigan School of Natural Resources and Case Western Reserve University Law School. She lives in Litchfield, Maine with her husband Stephen Wessler.

Tom Pace - EMCOR Energy Service

Mr. Pace is a mechanical engineer with over thirty years experience developing, designing, constructing, and operating energy plants.  He is presently the executive in charge for a project to design, build, operate and maintain a cooling, heating and power plant at the University of New Hampshire .  The project is designed to meet 2006 thermal and electrical loads, but have the flexibility to grow to accommodate equipment and systems necessary to meet the projected demand in 2020.

Katrina Pielli - Clean Energy Policy Specialist, U.S. Environmental Protection Agency

Ms. Pielli is a Clean Energy Policy Specialist in the U.S. EPA Energy Supply and Industry Branch which promotes clean energy solutions that avoid/reduce the risk of climate change. Her primary roles in the Branch are to lead and strategize efforts to promote state policies and programs which are favorable to clean distributed generation, and to assist state utility commissions in exploring approaches that deliver significant energy cost savings and other benefits through greater use of clean distributed generation. Ms. Pielli also coordinates with the clean distributed generation industry, energy users and government organizations to provide tools and information to further policies and programs that support clean distributed generation.

Prior to this position, Ms. Pielli was a Program Manager in the U.S. EPA Combined Heat and Power Partnership. In this capacity, she assisted with CHP market development efforts and provided direct, tailored support to many EPA CHP Partners to help increase the number of cost-effective, environmentally beneficial CHP projects that are installed

Ms. Pielli has worked in the field of energy services including energy efficiency, renewable energy, and clean distributed generation for six years. Prior to joining EPA, Ms. Pielli worked as an energy efficiency consultant in Washington, DC .

Ms. Pielli has a Master's in Environmental Management and Policy from Rensselaer Polytechnic Institute, and received her B.A. in Political Science and Environmental Studies from Cornell College.

Erin Russell-Story

Erin Russell-Story serves the U.S. Department of Energy Northeast Regional Office and assists with Distributed Energy program activities as an independent contractor. Ms. Russell-Story has an extensive background in transportation and alternative fuels; energy and environmental science and policy; energy efficiency- particularly combined heat and power; and government affairs.

Immediately before working with the DOE, Ms. Russell-Story was part of the State Project Development team for the Gas Technology Institute. She focused on identifying and building energy R&D projects for GTI in the Northeastern U.S. As part of her work with GTI, Ms. Russell-Story also served as the Executive Director of the Northeast Combined Heat and Power Initiative.

Ms. Russell-Story was the Clean Cities Coordinator for the greater Cleveland , Ohio area for four years, where she initiated the Clean Cities program for the area in 1997. During her subsequent tenure as Executive Director of EVermont- a Vermont based alternative fuel vehicle research non-profit- Erin also served as the Clean Cities Coordinator for the entire state of Vermont . She was recognized in 2003 as the Outstanding Clean Cities Coordinator of the Year by the U.S. Department of Energy's Clean Cities Program.

Ms. Russell-Story received a Bachelor of Fine Arts degree from Ohio University in 1989. She earned her Master of Science degree in Environmental Studies from Antioch New England Graduate School in Keene, NH in 1996. She and her husband reside in Warren , Vermont where Erin serves as a member of the Warren Conservation Committee.

John Snell - Peregrine Energy Group

John Snell, CEM, is a consultant at Peregrine Energy Group in Boston. He provides technical support services under the US DOE FEMP Region I REAP project and the Massachusetts Division of Energy Resources Rebuild Massachusetts project. Under the Rebuild Massachusetts program he works closely with the Boston Housing Authority (BHA) to support their comprehensive energy management strategies.

Recent BHA projects have included steam system thermal comfort commissioning protocols for their family developments and project design and technical support of BHA's high performance "green" HOPE VI new construction project Maverick Gardens. Mr. Snell came to Peregrine Energy in 1999 with 15 years experience working for Citizens Conservation Corporation - a not-for-profit energy services company for subsidized housing.

Suzanne Watson - Watson Strategy Group

Suzanne Watson is currently running her own private consulting company, Watson Strategy Group, based out of Freeport, Maine. From 2000 to 2003, she worked as Senior Policy Advisor to the Northeast-Midwest Institute, a Washington, DC, based not-for-profit serving the policy needs of the Northeast-Midwest Congressional Coalition, a coalition of House and Senate Members from the Northeast and Midwest States. Her role involved advising Members on energy policy matters including issues related to clean distributed energy technologies. Prior to that she founded and ran her own not-for-profit operation, the Maine Environment & Energy Center, the E2 Center, in the late 90s. She served on USCHPA’s Board of Directors’ Executive Committee from 2000 through 2005. She currently serves as the USCHPA Coordinator for the Regional CHP Initiatives across the US. Suzanne graduated from Bowdoin College and has a law degree in environmental and intellectual property law from Franklin Pierce Law Center in New Hampshire.

Joseph Wood - Provost & Vice President for Academic Affairs, University of Southern Maine

Dr. Wood has served as Provost & Vice President for Academic Affairs at the University of Southern Maine since 2000. He is also a Professor of Geography, with interests in globalization and the cultural landscapes of North America, especially New England.

Dr. Wood earned his A.B. at Middlebury College, M.A. at the University of Vermont and Ph.D. at Pennsylvania State University, all in Geography.
